STATE SOCIAL POLICY IN CURRENT ECONOMIC CONDITIONS

Abstract: The article outlines the role of the state social policy in the context of the profound transformation of society, emphasizes the importance of developing a new model of social policy to ensure the social well-being of the population. The article presents an overview of features of the implementation of social policy in Russia and foreign countries. The role of state regulation of the social sphere for the market economy is indicated. The statistical data of the basic socio-economic indicators in Russia are provided, the analysis of links between the social phenomenon – poverty, income inequality and economic growth is presented. Political and economic stability will be ensured subject to a developed social policy. The article stipulates that effective socio-economic regulation and successful activities of the state in the social sphere are conditions for economic growth. The formation of a new social policy in Russia is the most urgent; therefore, the search for new effective socio-economic mechanisms will allow for the equal consideration of the interests of all parties to social partnership – the state, business and the population. The article examines the main problems in the social sphere, indicates the need to introduce new effective measures to use the mechanisms aimed at improving the social well-being of the population, growth in prosperity, the quality of life and the development of the national human potential. The main task of the state is the implementation of an effective set of social and economic policies, based on social justice and equal start, the advancement of society towards the formation of a new market economy for the benefit of all sectors of society that can serve as the motivational basis for economic growth. The functioning of the social state is possible on the basis of the developed economy that is oriented towards all sectors of society; possible ways of developing the social policy are identified. The article proposes measures aimed at increasing public welfare, improving the quality of life of the population, providing citizens with basic social guarantees.

Abstract: In modern Russia, there is a process of strengthening patriotic tendencies both in the sphere of public consciousness and in the politics of the current Russian government. Domination of patriotic tendencies is also reflected in the state policy in the sphere of education. A striking evidence of this trend is the increased interest in the development of the substantive foundations of the system of cadet education. Socio-pedagogical analysis of the patriotically oriented system of cadet education is proposed to be built on the basis of using the original methodology of studying social processes which includes political, socio-psychological, pedagogical analytics. The system of cadet education is based on the methodological basis of the established domination of the factor of politics in the comprehension of social processes (political aspect); structuralist psychoanalysis applied to the processes of collective consciousness (socio-psychological aspect); on the basis of involving the methodology of patriotic education and training of young people (pedagogical aspect), which includes the study of cybersecurity foundations. At the level of social consciousness, the symbolic conception of the Russian world is being established as a Significant Other being a social consolidating idea for modern Russia. The patriotically oriented system of cadet education that is being formed in modern Russia is a manifestation of the expansion of the principles of the Symbolic Order into the structure of the public consciousness of modern Russia.\\nThis research was carried out within the framework of the state assignment on the theme: \\\"Development of the draft concept of education in educational organizations of the Cadet type of the Russian Federation and methodological recommendations for executive bodies on the organization of the activities of educational organizations of the cadet type, including the development of unified algorithms for calculating the norms of nutrition, uniforms and residence of cadets in educational organizations with special names\\\".

QUALITY MANAGEMENT OF SERVICES OF THE HIGHER EDUCATION

Abstract: Introduction. The topicality of the research is determined by the development and grounding of conceptual theoretical and methodological framework for enhancingthe management ofhigher education services quality on meso- and micro-levels, which will enable to provide high quality of graduates as the country’s strategic resource. Methodology of the research. Management in the sphere of education is analyzed as a process which is divided into two sub-processes: performance management and development management. The conceptual theoretical and methodological results for enhancing the managementin the sphere of higher education services presented in the current research are based on Russian and foreign scientific research. Results of the research.A model of organizational economic mechanism to manage the growth of higher education services quality formeso- and micro-levelshas been developed. It has been justified that a part of controlling and supervising operations which are now performed by federal government bodies can be passed to the regional level, which will result in higher effectiveness of managing the system of higher school. The intended effect of implementing this organizational economic mechanism comprises, among other things,the relevance of graduates’ quality to the demands of theconcerned parties as well as creating a complex and independent systemto monitor and evaluatethe higher education servicesquality in federal subjects of the Russian Federation. Discussion.Once the designed method of measuring consequences and results of enhancing the SEQHES management (the System of Evaluating the Quality of Higher Education Services) formeso- and micro-levels has beenimplemented, its functioning is characterized by processual maximization of meeting thesystemgoals; elimination of the problems concerning the existing evaluating procedures constraints; training specialists in correspondence with quality and quantity demandedby the concerned parties, and so on. Although the research also presents the drawbacks of the authors’ method, their influence is not considered to be defining. Conclusion.Enhancing theevaluating procedures management in the sphere of higher education on the level of Russia’s federal bodies will allow creating organizational economic premises for the development of competition on the regional markets of educational services and the rise in the effectiveness of regional economics.

Abstract: Evaluation of the innovation potential of small enterprises that implement innovations is of paramount importance for the management of all business processes in the enterprise. It is no less important for credit and investment organizations that work with such enterprises. This is relevant for small businesses that have just started their activities and do not have sufficient statistical data of its financial and operational performance. The strategic risks of a small enterprise are great when choosing the wrong strategy for introducing innovations or producing an innovative product. The risks are great for investors who, not knowing the real innovative potential of a small enterprise, will not be able to effectively organize its lending. The article presents the developed methodology for assessing the innovative potential of small enterprises by experts on the basis of building and analyzing network graphs of key performance indicators. It is crucial for any small enterprise not only to know its innovative potential, but also to be able to manage it for the purposes of strategic development. The company should see the problems in its development and be able to design specific indicators that are necessary for the successful implementation of innovations. A forecast of innovative development of the enterprise is important due to the fact, that on its basis appropriate recommendations are developed. It is also essential for a small enterprise to assess all risks when implementing innovative projects. In many studies, the innovative potential is represented in the form of a complex estimation or the integral index, and the absolutely important coefficients, or the relative performance, or expert assessments. The method presented in the article for assessing the innovative potential of small enterprises that implement innovations in their activities based on the construction and analysis of the KPI network diagram allows experts to objectively Make a conclusion about the innovation potential and the possibility of its implementation in obtaining the necessary investments, and the smallest enterprise to obtain an independent evaluation of the chosen investment strategy when introducing or producing innovative products.

Abstract: The last few years can be described as \"explosive\" in the mobile application development market. There is a huge number of services, this trend affects the business community and the use of mobile technologies in all spheres becomes the norm. Under existing conditions of market relations, enterprises inevitably face the main difficulty - their competitiveness, which is strongly related to the qualification and level of personnel training. Heads of companies are fully aware of the fact that it is necessary to invest today in the development of the company and employees to be successful tomorrow. Top management understands the dependence of the quality of work of employees, departments, units, services and the company as a whole on the quality of training and qualification of personnel. For this purpose, corporate training systems are being developed, based on remote computer training technologies and the use of mobile means. The article describes the content of the developed concept of personalized corporate e-learning using mobile applications based on ontologies. It is concluded that it is crucial to create corporate knowledge bases and a corporate competence catalog. The relevance of building corporate learning systems based on the knowledge base, which is represented by ontologies, that allows you to create educational objects of different levels and complexity is explained. The analysis of the identification of individual characteristics and preferences of employees for training and advanced training represents the great interest, as well as experience in managing intellectual assets of leading companies. It is proposed to integrate LMS with the corporate knowledge base in order to increase efficiency and lack of duplication of information, so that training courses can be created from the available articles. This allows to significantly reduce the time for the preparation of e-learning courses, improve the efficiency of corporate training and reduce the costs of retraining and upgrading the skills of staff.

Abstract: The modern practice of staff training proves evidence that the level of professional competence of personnel is the foundation for the organization\'s competitive advantage. Nowadays, there is no doubt that knowledge, skills and high level of staff competence form the primary basis for the further development of the company. However, it does not always correspond with modern organizational requirements.\nIn order to replace the traditional forms of personnel training, the new technologies of informal, non-class-participating learning are actively introduced. Special educational games are amongst the greatest interests of all the technological innovations in this field. One of such examples is �Electronic Mentoring� or \"E-Mentoring\".\nElectronic mentoring as a way of employees training is becoming more and more in demand during corporate training. This article discusses problems and specifics of game training, as well as shows an experience of the scientific teams of the Moscow Technological University (MIREA) in modeling an educational business game.

BIOMECHANICAL CHARACTERISTICS OF LOWER JAW RECONSTURTIVE IMPLANTS PROTOTYPES

Abstract: It is known, that certain defects of the lower jaw, which the surgeon has to face in his practice, can not be eliminated by simple surgical intervention or by physiological bone regeneration. In such cases modern biotechnologies are used to restore tissue, with its help the synthesis of the necessary bone sites is performed, which can serve as a reliable material for replacing the defect and restoring the function of the lost tissue in full. The search for the optimal biomaterial is constantly continuing, especially in the implementation of 3D-printing technology, however, well-known and well-proven methyl methacrylate and hydroxyapatite remain reliable sources for the restoration of bones. In the article, we tried to show our experience in the use of implants based on hydroxyapatite and methacrylate, and also we outlined the main biomechanical characteristics and the optimal composition of the implants. We found out that the optimum ratio of methyl methacrylate and hydroxyapatite is 30/70. This allows you to achieve better fixation, high strength and good plasticity of the implants, which is undoubtedly important.

Abstract: The article deals with the ways of neutralization of destructive aggression. The authors describe the applied psychologist’s professional activity aimed at this process and consider the program of psychocorrection and formation of a tolerant worldview of nonviolence. The authors present the results of the survey and come to the conclusion that tolerant behavior is a kind of ‘civilization gene’, expressed in the storage and rational use of intellectual and moral energy, a kind of cloning of humane behavior as an element of rationalization and a mechanism of socialization. The study was conducted on the material of the Dagestani respondents. Were used methods of diagnostics and correction of destructive aggression and tolerant behavior and tolerant of structures of consciousness as the result of behavioral strategies. The results of the study showed a direct dependence of the level of destructive aggression from a tolerant world Outlook. As a methodological Arsenal of studies have used the individual interview, survey, tests to determine the level of volitional regulation and aggression Bass-Darki.

Abstract: Introduction. In the last two decades educational theory developed a deep research re-lated to the problems of professional development and professional and personal formation of higher school lecturer. Under the career dynamics of professional status of the higher school lecturer (HSL) recorded and recognized by the society is understood, due to the growth of his professional competence, formed skills of self-determination and self-presentation, design and implementation of social trails. The methodology of the study. In the articles of foreign re-searchers the term “career” is firmly rooted several decades ago, whereas in domestic scientific psychological and pedagogical literature, the term appeared only in the early nineties of the twentieth century. Foreign researchers of professional career prefer to give the most extended interpretation of the career, defining it as the way of life of a man associated with his work which is divided into certain intervals. In domestic psychological and pedagogical literature career in a broad sense is defined as the general sequence of stages of human development in key areas of life (family, work, leisure). The results of the study. In this study the contents of career forming education can be structured in several educational units that provide a mean-ingful comprehensive support for the career development of the individual. Consideration. Based on the analysis of psychological and pedagogical literature the authors of this article formulated the prerequisites for effective professional development of higher school lecturers. Conclusion. Meaningful basis for the development of a normative model of HSL career de-velopment were the following prerequisites of HSL career development: the inclusion of voca-tional and educational activities as a dominant in the structure of values, personal priorities and life expectations of the individual; the creative restlessness of the lecturer; innovative readiness of the lecturer.

Abstract: Development of the global network and other key elements of the systems of countering the financing of terrorism in the Russian Federation. In this article authors explore the global network and other key elements of the systems of countering the financing of terrorism in the Russian Federation in respect of the aspect of increasing the efficiency of its functioning. They analyze the key problems of anti-terrorism legislation of the Russian Federation and trends of their implementation at both international and national levels. In the article the authors note that combating the financing of terrorism, including criminal law measures, is considered as one of the most important tools for combating terrorism in general. That`swhy the introduction in the criminal legislation of Russian Federation of such type of the crime as «Contributing to Terrorist Activity», which provides for the financing of terrorism as an alternative act, is not accidental. The article analyzes the key issues of the compliance control of countering the financing of terrorism in the Russian Federation. It particularly examines the problems of observance of human rights in the implementation of the financial institutions in the Russian Federation in respect of the financing of terrorism.

Abstract: The purpose of the research is to examine psychological determinants of the formation and development of pedagogical activity motivation. The relevance of the research determined that the integration of Kazakhstan into the global system of higher education, the modernization different fields of education and socio-economic changes in society place new demands on higher education, the quality of training, involving a rethinking the main directions of vocational training of pedagogical staff. In the conditions of modern society updating, a shift in the values there is a need for the teacher to consistently and fully implements social and professional effects of education, able to educate a generation ready to free choice, creativity and self-realization. The assertion that teacher for all more or less significant changes in school education is the decisive force that can change things for the better, is so obvious that it seems not requires a detailed study [1]. The research of psychological bases of formation and development of professional pedagogical activity motivation is currently the most urgent direction of psycho-pedagogical research, as the knowledge and understanding of motivational sphere of any specialist allows developing his professional identity, both at the stage of choice of occupation, and in the process of improving it as a professional [2].

Abstract: The article gives the state and ways of development of the education system in Kazakhstan taking into account international trends in the modern world. The signing of the Bologna Declaration by Kazakhstan in March 2010 put the country in front of the need for a significant modernization of the system of higher education, including continuous pedagogical education. At the same time, its basis was the transition from the concept of functional training of specialists to the concept of personal development. The implementation of the provisions of the Bologna Declaration made it possible to introduce changes in the aims, content, forms and methods of teaching pedagogical personnel in higher education. This will allow the country to successfully enter the world educational space with time.
