THE OBEDIENCE OF COMMERCIAL VESSEL�S CREWS TOWARD BALLAST WATER MANAGEMENT CONVENTION IN INDONESIA

Abstract:
In 2004, International Maritime Organisation (IMO), through Marine Environment Protection Comitte (MEPC) has established an international convention on Control and Management of Ship�s Ballast Water and Sediments (BWM 2004). The convention was aimed to preserve marine environment from the impact of ballast water. The objective of this research was to describe the realization of BWM Convention 2004 in Indonesia. The data were collected through questionnaire and interview whose respondents included apprentice and student officers. The research found that mid-ocean ballast water exchange was based on D1 standard. The recapitulation of the questionnaire showed that the exchange only reached 14,8%. Numbers of commercial vessels which complete the documents of Ballast Water Management (BWM) were below 25%. It was suggested that BWM by the port is importantly needed since. Moreover, it is said to be the cheapest and more efficient solution compared to the exchange by the commercial vessel itself.
