To measure these models there was used new methodology under name index of leftness (rightness)of economy that measures rates of state intervention in economy. By comparative analysis of China and Azerbaijan economic models the author concluded that the liberalization of Chinese economy in modern conditions does not have a positive impact on economic development, so there is a need to strengthen some model-shaping forms of intervention. As well as by some protectionist measures implemented in Azerbaijan in recent years has a negative impact on economic growth and the current state of the Azerbaijani economy is far below the level of \"optimal\" liberalization it can possess. Therefore, the economy of the country needs to be further liberalized.
