STAFF SELECTION SYSTEM IN POSITIONS OF SENIOR PUBLIC MANAGEMENT IN CHILE: RESULTS OF ITS IMPLEMENTATION IN THE PERIOD 2007-2015

Abstract:
Chile has made advances in an implementation of a staff selection mechanism to assume positions of senior public management, based in a transparent and equitable selection process, considering the merits and trajectory of every person. This mechanism, called “Senior Public Management System”, appears due to vast cases of corruption. In this way, the principal aim of this paper is to analyze the most important facts related to the implementation of the chilean Senior Public Management System in the period 2007-2015. To achieve this objective, different sources of information were reviewed, mainly web pages of pertinent organisms. In general terms, it can be concluded that Chile has made progress in implementing a system of selection of senior public managers, but has still not made a separation between the political work and the administrative responsabilities, which implies a huge task ahead for our public administration.
