Ponte - Feb 2017 - Volume 73 - Issue 2 doi: 10.21506/j.ponte.2017.2.27 Abstract: Currently, cluster policy is actively developing in all regions of the Russian Federation. Clusters are the key growth elements of regional economies. They improve the value-added chain and the interaction in the production of final goods. There are a number of problems in the development of national economy sectors in the regions of the Russian Federation, these problems can be solved, if the cluster approach is implemented. Among these problems are the need for qualified human resources, new production technologies and new ways of marketing on the foreign markets, the improvement of final goods quality. The establishment of production and education clusters can present an opportunity for more effective cooperation of companies and educational institutions, which have the aim to train human resources, develop and implement innovative products and new managerial tools.
The purpose of this research is to create economic mechanisms and to make methodological and practical recommendations on the implementation of production and education clusters in the regions of the Russian Federation. These clusters will provide effective production growth in the modern economy. The results of this research can be applied to the current activities of educational and scientific institutions, industrial enterprises and innovation-driven companies.
