Ponte - Jul 2021 - Volume 77 - Issue 7 doi: 10.21506/j.ponte.2021.7.7 Abstract: The relevance of the study is caused by the new constitutional amendments adopted in 2020 on the unified system of public power, bodies of a unified system of public power and cooperation between state and municipal bodies. The purpose of the work is to systematically analyze the constitutional provisions and identify the place of local self-government in the unified system of public power. In this regard, we studied the stages of local self-government development as an element of the public power system, and the provisions of the Constitution of the Russian Federation consolidating the subjects of different state power levels. The authors proposed the doctrinal concepts of local self-government, a unified system of public power, and bodies of a unified system of public power.
