Abstract:
This study analyses international law and the Russian national legislation in the sphere of juvenile delinquency prevention; reviews progress and irregularities of implementation of international treaties into the Russian laws. The purpose of this study is to reveal the role, the evaluation and the limitations of the Russian legislation concerning the realization of international standards on children’s rights protection and juvenile delinquency prevention. The legislative review on the present situation is employed for this purpose. Despite that the Russian national legislation has largely been brought up to international principles in respect of children’s rights protection and juvenile delinquency prevention, there are a number of gaps in the Russian federal laws which do not allow to use all potential capacity of international measures for preventing youth offending. However, implementation of international policy and practice into the Russian legislation requires careful consideration because of political, cultural and social contexts. The objective of this paper is to identify relevant international and the Russian standards on children’s rights protection and juvenile delinquency prevention and to outline examples of how these standards are being implemented. In conclusion, what measures could be taken to correspond to principles of international law in the sphere of children’s rights protection and juvenile delinquency prevention is argued.
