Based on the statement that the differentiation in the strategic positions of individual regions creates special conditions for the social processes, it is concluded that the systemic modernization aimed at the formation of civil society and pluralistic democracy, largely depends on the ability of each region to build effective principles of the organization of interaction of authorities and society. On the basis of the results of the expert evaluation, the main negative trends characterizing the state of the process of formation of the system of local self-government in the Kemerovo region are identified, as well as ways to improve its efficiency, ensuring the transformation of local self-government so that it meets the requirements of the social state and contributes to meeting the needs of citizens.
