Abstract:
The paper shows that the concept of social protection must be considered through the theory of society cohesion. The purpose of study is to identify local and global general parameters and principles of the countries in the format of protection of the most vulnerable members of society – children and the old people. In the basis of social cohesion laid the welfare of the majority of citizens, harmonious and stable relationship between them, minimizing social exclusion and social disintegration. The authors have shown that a fair and effective legal aspect of the problem, with the ultimate objective of social protection is the key to sustainable and stable development of society. Instrument of the research of social protection of the population led to the conclusion that this system is too extensive and unsystematic. It was determined that representatives of major law schools define social protection differently. The authors show that the lack of funds made it impossible to assess at the proper level support to those who are forced to remain on the brink of poverty.
