The high importance of enterprises of the military-industrial complex (MIC) in the innovative development of the country determines the need for effective use of the innovative capacity of its enterprises. In this regard, along with ensuring the country\\\'s defense capability, military-industrial enterprises are faced with the most important task of orienting defense industries towards producing innovative high-tech civilian products, the solution of which requires involving the innovative potential of the MIC in the process of commercializing the results of scientific and technical activities. \\nHowever, the issues related to the commercialization of innovative capacity are not sufficiently developed. Proceeding from this, the aim of the research is to determine the content of the concept of commercialization of the innovative capacity of defense enterprises and to develop a concept of an innovative infrastructure. \\nA distinctive feature of the proposed refinement of the concept is the understanding that the involvement of innovative capacity elements in commercial turnover does not ensure the comprehensive implementation of innovative projects due to lack of competencies and experience in the market for MIC enterprises. In such conditions, the role of the regional innovation infrastructure is growing, which should fill in the missing functions for the implementation of business processes of innovative projects; it certainly places special demands on the innovation infrastructure and determines the need to develop a new conceptual approach to its formation. \\nThe analysis of conceptual approaches to the formation of the regional innovation infrastructure conducted by the authors allowed substantiating, as the concept, an approach based on the integration of the cluster approach and the approach based on the integrated development of the territory. \\nIn the course of the study, the methods of the system approach, logical, comparative analysis, synthesis, comparison, theoretical justification, and generalization were used. The materials of this paper can be used by federal and regional authorities in developing directions for further development and improving the efficiency of the innovation infrastructure of the regions, as well as all participants in the process of commercialization in general.
