The purpose of writing to know and discover whether Pancasila can be used as a basis for testing to the articles in the 1945 Constitution of the Republic of Indonesia, and which institutions are authorized to conduct the testing. The research type is normative legal research, with approaches: philosophical, historical, legislation, analysis of legal materials through a systemic logical and coherent reasoning process by abstracting legislation related to the reconstruction of the 1945 Constitution of the Republic of Indonesia against Pancasila. In conclusion, the values of Pancasila can be used as a basis for testing the articles in the 1945 Constitution, because the values of the Pancasila listed in the opening of the 1945 Constitution as source and basis in the formation of the articles in the 1945 Constitution. The institution that is given the authority to conduct the testing of the articles in the 1945 Constitution against the Pancasila is the Pancasila Ideology Testing Institute
